A Senior Engineering Team, Not an Agency Pyramid

Breezy Sites is run by the two people on this page: a founder and a director of technology, not a design agency. When you hire us, they do the work.

What Is Breezy Sites?

Breezy Sites is a senior engineering team founded in 2023, providing Website Operations on any platform. Steve Soto (founder) and Xavier Emerson (director of technology) have worked directly together since 2013: 13+ years on shared production systems. The team currently manages 30+ websites under long-term contracts, with 99.9% uptime across production platforms since 2019, plus multiple zero-data-loss AWS migrations, all continuing under Breezy Sites.

Who runs Breezy Sites?

They're the ones who answer your tickets.

Steve Soto, Founder / CTO of Breezy Sites

Steve Soto

Founder / CTO

An executive technology leader whose career spans four decades of building, scaling, and stabilizing technology organizations: CTO roles across startups, growth-stage companies, and investment-backed organizations, with repeated engagements stabilizing fragmented technology environments and preparing systems for acquisition. His operating rules are the company's: technology must tie to revenue, cost, or risk; transparency comes before solutions. Steve founded Breezy Sites in 2023 as the platform for that discipline at small-business scale.

Xavier Emerson, Director of Technology at Breezy Sites

Xavier Emerson

Director of Technology

A senior solutions architect with 17 years in production web engineering, including 13+ years working directly with Steve since 2013. His work has built and maintained production web platforms for US clients across insurance, fitness, healthcare, e-commerce, and business operations: custom WordPress and PHP/CodeIgniter applications, AWS infrastructure, and the AI-era layer of AEO, GEO, schema strategy, and generative search readiness, applied on production platforms rather than in blog posts.

How does Breezy Sites work with IndexMesh?

Xavier co-founded IndexMesh, a brand-visibility and discoverability platform, with Leenat Rose. IndexMesh treats getting found by search engines and AI systems as an infrastructure problem, connecting the brand signals that already exist rather than generating more content. Steve is IndexMesh's Partner and Head of Global Operations.

The split between the two companies is clean:

A client working with either team gets both sides covered without managing two separate vendors, and the same AEO, AIO, and GEO discipline runs through both.

Why should you believe the numbers on our homepage?

Because each one maps to a specific engagement we can describe, even where client confidentiality means we don't name it.

How we work

Long tenures, plain language, and no work we wouldn't defend in writing. Steve Soto and Xavier Emerson have collaborated for 13+ years on shared production systems, including a ten-year IoT fitness platform Steve founded and Xavier engineered. That history is why the service pages read the way they do: fixed fees, documented plans, and an audit that tells you the truth even when the truth is "your stack is fine."

Straight answers

About Breezy Sites: questions

Who actually does the work if I hire Breezy Sites?

Steve Soto (founder) and Xavier Emerson (director of technology): the two people on this page. Specialist contractors join for capacity when a project needs them, under our architecture and review. There's no junior bench your project quietly lands on.

Where is Breezy Sites located?

The team works remotely with US clients: the founder in California, the director of technology who has worked US-remote since 2013. Remote isn't a compromise here; it's how these engagements have run for over a decade.

Why don't you name your clients?

Confidentiality, by policy. We publish the verifiable shape of the work: uptime figures, engagement lengths, migration outcomes, and we'll discuss specifics under NDA when an engagement warrants it.

How long have Steve Soto and Xavier Emerson worked together?

13+ years, since 2013, across shared production systems, including a ten-year IoT fitness platform Steve founded and Xavier engineered end to end. Breezy Sites, founded in 2023, formalizes a collaboration that already existed.

Is Breezy Sites a design agency?

No. We're an engineering team: operations, performance, migrations, AI launch support, and AI search readiness. When a project needs design, we work with your designer or bring one in, but nobody here will sell you a redesign.

What does "13+ years working directly together" actually mean?

The date Steve and Xavier's direct working relationship started (Innovagears, 2013), not their career lengths added together. Each person's own tenure is stated separately in their bio above; verify either one directly on the LinkedIn links on their cards.

Do you take on clients outside the US?

The client base is US-centered and the working hours are built around US time zones. Elsewhere is possible when the engagement fits; ask.

What is IndexMesh, and how is it related to Breezy Sites?

IndexMesh is a separate company, a brand-visibility and discoverability platform Xavier co-founded with Leenat Rose, where Steve is Partner and Head of Global Operations. IndexMesh handles brand visibility across search and AI systems; Breezy Sites handles the engineering, infrastructure, security, and performance underneath it.
